CJI BR Gavai Promises Review of Supreme Court Order on Stray Dogs in Delhi-NCR

Animal activists and citizens push back against relocation of stray dogs; Chief Justice assures a relook at controversial directive.

Supreme Court’s Stray Dog Relocation Order

On Monday, the Supreme Court ordered the removal of all stray dogs from Delhi-NCR residential areas to designated shelters. The decision came in response to rising dog bite incidents and rabies cases.

  • Bench: Justices JB Pardiwala and R Mahadevan
  • Objective: Ensure safer streets for children and senior citizens
  • Scope: Immediate relocation, with no petitions from dog lovers to be entertained

Justice Pardiwala stated,

“We are not doing this for us. It is for the public interest. No sentiments of any nature should be involved.”

RWAs Welcome, Animal Activists Protest

Resident Welfare Associations (RWAs):

  • Supported the order, citing public safety concerns

Animal Welfare Groups & Activists:

  • Criticised the move as impractical and financially unviable
  • Pointed out that civic bodies lack resources for large-scale relocation

Chief Justice’s Assurance of Review

The matter reached Chief Justice BR Gavai today, who was informed about earlier court orders that barred the killing or forced relocation of stray dogs.
CJI responded:

“I will look into this.”

This assurance has renewed hope among animal lovers and activists who oppose the mass displacement.

Strong Opposition from Public Figures

  • John Abraham: Sent an urgent appeal to the CJI for review
  • Maneka Gandhi: Called the order “impractical” and harmful to ecological balance
  • PETA India: Warned displacement is unscientific and ineffective

PETA’s Stand on Stray Dog Policy

Dr Mini Aravindan, PETA India’s Senior Director of Veterinary Affairs, stressed:

“Communities think of neighbourhood dogs as family. Displacement has NEVER worked to reduce dog populations, rabies, or bites.”

The debate over the Supreme Court’s stray dog order reflects a deep divide between public safety concerns and animal welfare advocacy. With the Chief Justice promising a review, the final outcome may shape future policies on urban stray dog management in India.
