“How does a dog’s vaccination certificate protect children from bites or attacks? Are dogs expected to ‘read’ their medical files before deciding to bite?” - Testing Capacity Concerns:
“Do we have the infrastructure, manpower, and funds to test millions of stray dogs for rabies accurately?” - Mental Health of Dogs:
“Who will monitor and assess the mental health of each dog? If a dog attacks one moment and wags its tail the next, how do we decide if it’s aggressive or friendly?” - Legal and Practical Challenges:
“Will there be special courts to examine every dog before deciding its fate? How feasible is this?”
Questions on Feeding Restrictions and Designated Zones
The Supreme Court also banned feeding stray dogs in public areas, allowing it only in designated zones. Varma challenges this, asking:
- “Who decides these ‘designated areas,’ and on what basis?”
- “How will stray dogs know where to find these feeding spots? Will there be Google Maps for dogs?”
- “How do authorities plan to prevent dogs from migrating between localities?”
Concern for Victims Left Unaddressed
Varma also highlights a critical omission in the order — the safety and rights of victims of dog attacks, including children. He questions why there is no mention of protecting these victims or addressing fatalities caused by dog attacks.
